Mermant's Fishery - when right clicking on the barrel a npc called "Rosen" appears for no reason

In Mermant's Fishery, when right clicking on the barrel to investigate, a npc called "Rosen" appears for no reason. It only happens before the player has done the "Shining in the Water" quest and before having freed Igart, the fisher, from the bandit tower.
I have to do a second post for adding a second screenshot to make it clear. If you investigate the barrel (right click) a npc appears, but this npc is not related to the location or quests of this specific area. Hence it's a bug.

RagnarökThis is the npc called "Rosen", when right clicking on the barrel of Mermant's Fishery. It only appears before fishing for the chest in the water and before Igart is freed.
