It seems like alliances don't work in the The Fief DLC

There is an alliance condition that appears when you come to meet with a specific kingdom after reaching relationship level 9, but it doesn't seem to be activated.

When i have done the mission to reach relationship level 10, i lose instantly 1 point and get stuck at 9. Test with different factions.
